Medical Act, 1858, Amendment.

A.D. 1879, authorities for each part of the United Kingdom, that is to say, England, Scotland, and Ireland, a medical board shall be established in each such part before the last day of December one thousand eight hundred and eighty, or such later day, not after the last day of June one thousand eight hundred and eighty-one, as Her 5 Majesty may by Order in Council appoint; and the said day is in this Act referred to as the date of the commencement of the joint board system.

Attaching of 5. A licentiate of the medical authorities for any part of the licentiate to United Kingdom shall, before registration, be attached to one 10 authority by at least of those authorities by obtaining from such authority a holding

medical diploma (whether degree, membership, associateship, or medical diploma. other); subject nevertheless to this qualification,-that if on appli- cation by any such licentiate to any of the medical corporations for the said part of the United Kingdom, the corporation refuse to 15 attach him to such corporation by granting him some medical diploma, or demand a fee for so attaching him, or otherwise fail so to attach him within one month after such application, the appli- cant shall be entitled to be registered in the medical register without being attached to any medical authority.

Nothing in this section shall oblige a medical corporation to attach a licentiate to such corporation by granting him a diploma for the purpose, and a person shall not by reason only of being attached to a medical corporation for the purpose of registration be entitled, except so far as the corporation in their discretion otherwise provide, 25 to any share in the government, management, or proceedings of that corporation, or to any rights or privileges in connexion with that corporation.

6. Where a licentiate of the medical authorities produces or of United sends to the medical registrar, either the document conferring or 30 practitioners evidencing the diploma attaching him to a medical authority, or evidence of his right under this Act to be registered without being so attached; also a statement of his name and address, and the other particulars, if any, required for registration, and pays the registration fee, he shall, subject to the other provisions of 35 this Act, be registered in the medical register as a licentiate in medicine

and midwifery, and as holder of the said diploma surgery (if any).

Registration of colonial practitioner with re- cognised diploma

7. Where a person shows that he holds some recognised medical diploma or diplomas (as hercin-after defined) granted to him in a 40 British possession, and that he is of good character, and either that the grant of such diploma or diplomas occurred when he was not domiciled in the United Kingdom, or in the course of a period of not less than five years, during which he resided out of the United

Kingdom (or if he was practising in the United Kingdom at the A.D, 1879. time of the passing of this Act, that he has practised medicine or surgery, or a branch of medicine or surgery, for not less than ten years, either in the United Kingdom or elsewhere), such person.

5 shall upon payment of the registration fee be entitled, without examination in the United Kingdom, to be registered as a colonial practitioner in the medical register.

8. Where a person shows that he obtained some recognised Registration

of foreign practitioner medical diploma or diplomas (as herein-after defined) granted in a 10 foreign country, and that he is of good character, and either that with re- diploma. he is not a British subject, or that if a British subject he has cognised practised medicine or surgery, or a branch of medicine or surgery, for more than ton years elsewhere than in the United Kingdom (or if he was practising in the United Kingdom at the time of the 15 passing of this Act, for not less than ten years, either in the United Kingdom or elsewhere), and either continues to hold such diploma or diplomas, or has not been deprived thereof for any cause which disqualifies him for being registered under this Act, such person shall upon payment of the registration fec be entitled, without 20 examination in the United Kingdom, to be registered as a foreign

practitioner in the medical register.

9. The medical diploma or diplomas granted in a British possession Recognised or in a foreign country, which are to be deemed such recognised diploma of medical diploma or diplomas as are required for the purposes of colonial and 25 this Act, shall be such medical diploma or diplomas as may be foreign

practitioner. recognised for the time being by the General Medical Council as furnishing a sufficient guarantee of the possession of the requisite knowledge and skill for the efficient practice of both medicine and surgery, including therein midwifery, and as entitling the holder 30 thereof to practise medicine and surgery, including therein midwifery,

If a person is refused registration as a colonial practitioner or as a foreign practitioner, the medical registrar shall, if required by him, state in writing the reason for such refusal, and if such reason 35 be that the medical diploma or diplomas held or obtained by such person is or are not such recognised medical diploma or diplomas as above defined, such person may appeal to the Privy Council, and the Privy Council, after communication with the General Medical Council, may dismiss the appeal or may order the General Medical 40 Council to recognise such medical diploma or diplomas, or any

of them, and such order shall be duly obeyed.

10. (1.) The medical register under the Medical Act, 1858, shall- Contents and (a.) Contain in one alphabetical list all United Kingdom prac- medical re-
